CHESTER, PA — Tens of thousands of dollars in fines have been levied against a Delaware County casino after state authorities allowed underage people on the gaming floor and to gamble. The Pennsylvania Gaming Control Board recently approved a consent agreements Wednesday regarding violations that occurred at Harrah's Philadelphia Casino and Racetrack in Chester.
