With this adoption event, the Pennsylvania SPCA is hoping to find homes for many dogs, and to open up space to help those that will take their place. (Shutterstock)PHILADELPHIA — This weekend, the Pennsylvania SPCA is waiving all adoption fees for dogs in an effort to clear its full shelter."Home for the Howlidays" will take place Saturday from noon to 6:30 p.m. at the PSPCA's Philadelphia headquarters. The PSPCA's Philadelphia headquarters is completely full of adoptable dogs.Adoptions at the PSPCA, shelters in the area and around the country have been very slow.
